Administration

This unit is responsible for handling the administrative matters in the National STD/AID Control Programme (NSACP) within limits and according to the regulations of the government of Sri Lanka (GoSL). The staff of this unit is led by the Administrative Officer and the Chief Clerical Officer under the Director/NSACP.

  • Handling of railway warrants and season tickets,

  • Handling all matters regarding vehicles belonged to the institution including repairs and maintenance.

 Terms of reference

  1. To manage the establishment and personal matters for programme staff as required by the regulations of the Ministry of Health.
  2. To collaborate with senior management team (SMT) and other relevant authorities in decision making and carrying out of administrative work

  9. Provision of technical support, assistance and guidance to peripheral STD clinics to improve the quality of administration service.

Financial Management

This unit is responsible for overall handling of financial matters in the National STD/AIDS control programme, within limits and according to the regulations of the government of Sri Lanka (GoSL).

Terms of Reference

  • To collaborate with senior management team (SMT) and other relevant authorities in the management of financial matters in the National STD/AIDS Control Programme.
  • To prepare and make payments of personal emoluments like salaries, allowances, overtime, holiday payments and other recurrent expenditure.
  • To maintain the financial systems and records as required by the financial regulations of GoSL.
  • To manage procurement and provide technical assistance for supply and procurement of necessary items or services for the National STD/AIDS Control Programme within limits and according to processes as required by MoH regulations.
  • To maintain reliable records for reporting and auditing purposes.
  • To maintain constant internal audits.
  • To prepare and submit budget estimates and plans for the national STD/AIDS control programme.

Training and Capacity Building

This programme area is responsible for the identification, need assessment, planning and implementation of strategies and activities for the human resource development in the National STD/AIDS Control Programme and partner organizations. These groups include under graduate and post graduate trainees in the fields of medicine, trainees of other healthcare categories such as nursing officers, PHMs, MLTs, physiotherapists and peer educators from MSM, CSW, DU and BB groups.

  • To work within and support the relevant NAC technical working group to develop and regularly up-date national policies, strategies, guidelines, training curricula, and materials for the implementation of training and capacity building services in Sri Lanka.

STD Care

The overall responsibility of this unit is to provide quality assured care for people infected or affected by sexually transmitted infections.

Prevention of Mother to Child Transmission of HIV (PMTCT)

This programme area is responsible for the prevention of mother to child transmission of HIV in Sri Lanka through an integrated approach with the maternal and child health services.

Sub - component/s - This includes the four "Prongs"

  • Prevent HIV in women of reproductive age.
  • Prevent unintended pregnancy in women with HIV.
  • Prevent HIV transmission from mother to child.
  • Provide ongoing care and support to mothers, their children and families.

The overall responsibility of this programme area is to provide treatment, care and support for people living with and affected by HIV/AIDS.

Laboratory Services

This unit is responsible for the provision of high quality laboratory services within limits and according to the provisions of the ministry of health, Sri Lanka for the National STD/AIDS Control Programme including antimicrobial resistance surveillance, laboratory quality assurance and infection control.

Strategic Information Management

This unit is responsible for the overall monitoring and evaluation of sexual health related programme, projects and activities in close liaison with all development actors, partners and bi-lateral and multi-lateral donors in Sri Lanka.

Epidemiology

This programme area is responsible for the STI/HIV surveillance to monitor trends and magnitude of the disease conditions under the perview of National STD/AIDS Control Programme (NSACP). In addition annual HIV burden estimation and Projection,Conducting special surveys related to HIV has been entrusted to the Epidemiology and Surveillance programme area.
